In this example, there are three choices that add or remove levels of security.
Since the icon for Option 1 is one "plus box" I suggested adding two "plus boxes” by Option 2 to visually indicate that this choice provides more security than Option 1.
It’s confusing for end users to see options presented in random order, especially when the options navigate to the same place.
If the options are consistent, it’s easier for commonly used choices to become automatic for the user (“muscle memory”). If the options are inconsistent, it’s easier to make mistakes.
